The timing belt on my 2013 limited edition Range Rover Sport GT came loose, which caused the rods to go out. I discovered the ECM was destroyed while intending to start the engine for the first time after having the complete motor rebuilt from the bottom up. I have no idea what happened, but the repair shop indicated it appeared like someone intentionally opened the ECM case and ground it. Would it be possible to purchase a pre-owned electronic control module (ECM) from a site like car-part and then have it reprogrammed and installed? According to the shop where it is presently being serviced, they are unable to do this and can only reprogram a completely new unit from the factory. I would certainly appreciate any guidance or assistance about this matter! It is appreciated.

All I can think of is the possibility of finding a business that specialises in ecu rebuilding and sending it to them; they might be able to return the software to its original state. Prior to paying for the service, ensure that the person performing it assures that it will function.

Just write the IMO target ID with the SDD; they aren't unusual in any way.
