Would you happen to know who fixes windscreen wipers? Have you heard of Halfords?

The windscreen wipers would stutter and stop after moving about five inches. They return to their initial location after the engine is turned off and then on again.

I used Wd40 silicone spray on all the joints, but it had no effect.
I plan to open the wipers and inspect them after purchasing a kit ...
