I am planning to have a new dc converter installed soon, but I'm wondering whether the model I'm getting installed is one that has already had the issues addressed or if it would be better to wait for the recall to be implemented so I don't have to deal with it again. The dealer has my order.

It appears to be an inherent feature of the 48V system that charges the 12V system; in the event that the DC-DC 48V system fails, the 12V battery will continue to operate indefinitely. I have not heard of a solution to this problem yet.
Before you discovered it was dead, what warnings did the dashboard display?

The primary battery went dead without any warnings, and there was a continual fan noise under the passenger seat. A Land Rover computer analysis revealed that the dc converter was malfunctioning.

This is the place to report DC-DC failures if you're experiencing any... So, JLR is back at it again...

The reason they were trying to avoid recalls in the US was that you should stop if you see an advanced warning light, but that obviously isn't always the case; for example, you could have been driving when the car's 12V battery died, leaving you without lights or any other functionality!
It hits close to home for me because my great-uncle in law was killed when a truck crashed into the rear of his wrecked automobile as he was reaching into the trunk for his flashlight in the middle of a dark highway, his battery dead.
If you did not receive any notification of a system failure, I highly suggest filing a major fault report on the aforementioned page.
